SERVICE · OFF-PLAN HANDOVER COORDINATION
Developer Handover Representation
Over 40,000 Dubai units are expected to hand over in 2026. Overseas owners can't attend. Residents can't always take the day. Inexperienced buyers get rushed through documentation they do not understand. We attend your developer handover on your behalf — walkthrough, keys, documentation, utility setup, Ejari — flag every defect formally for the defect liability period, and coordinate the timing with your mortgage drawdown so nothing slips. One point of contact across the mortgage, the Power of Attorney and the handover itself.
Why handover representation matters
The handover appointment is the single most important moment in the life cycle of an off-plan property. It is the point at which the unit stops being a construction project and starts being an owned asset — and it is also the point at which any defect you fail to formally raise becomes materially harder to argue for later. The defect liability period starts running from handover, which means the first few weeks are your window to document and lodge every issue with the developer. Miss it, and the economics shift against you.
For overseas owners, the practical problem is physical presence — developers set the appointment on their calendar, not yours, and the window is usually tight. For resident owners, the problem is experience — handovers run 2 to 4 hours, cover a large volume of documentation, and are structured to move quickly. Investors with multiple units handing over in the same quarter cannot physically attend each one. The 2026 handover wave in Dubai — 40,000+ units across the major developers — makes this a volume problem for the market, not a one-off edge case. Representation turns the handover from a logistical scramble into a managed process.
What our handover service covers
- Pre-handover coordination — confirmation of readiness with the developer, mortgage drawdown alignment, Power of Attorney in place where the owner is not attending
- Pre-handover checklist — final payment confirmation, title deed, Trustee-centre registration, ID documents, outstanding fees, insurance where required
- Full handover attendance — walkthrough with the developer handover team, review of the unit against contract specification, demonstration of appliances and systems
- Defect identification and formal recording — snags documented on the handover protocol with photographs, specification references and timestamps, so issues are on the record from day one of the defect liability period
- Documentation handover — title deed, warranty certificates, defect liability paperwork, OC and community approvals, service charge documentation, chiller contracts, parking allocations
- Keys and access — handover of unit keys, access cards, remote controls, parking passes
- Utility setup — DEWA (electricity and water), chiller or district cooling (Empower, Emicool, Palm District Cooling as applicable), Etisalat or Du for internet and telephone
- Ejari registration — for landlords, DLD tenancy registration setup before advertising for tenants
- Snagging coordination — pairing with a licensed snagging inspection firm where a dedicated technical inspection is warranted, with the snag report formally presented to the developer
- Post-handover follow-up — monitoring the developer\'s rectification of flagged defects during the defect liability period
Who typically uses this service
- Non-resident owners — overseas investors who cannot travel to Dubai for the handover appointment
- Resident owners with time pressure — professionals who cannot take a half-day or full day off work for a developer appointment that must happen on the developer\'s calendar
- Multi-unit investors — portfolio holders with several units handing over in the same quarter, which cannot all be attended personally
- First-time off-plan buyers — buyers who do not know what to inspect, what to sign, or what to push back on — a common handover mistake is signing closure documents before issues are formally logged
- Golden Visa qualifying investors — owners taking handover of AED 2M+ units required to meet visa thresholds, where documentation accuracy matters for the visa application
- Buy-to-let investors going straight to market — owners planning to lease immediately after handover, where Ejari and utility setup need to happen in the same week
- Holiday home operators — investors handing over units destined for short-term rental via DTCM-licensed platforms, where DTCM licensing follows the handover
- Clients already using our Power of Attorney service — the POA holder for Trustee-centre registration is often the natural attendee for the developer handover

The handover sequence — what actually happens
- Developer confirms readiness. The developer notifies the owner that the unit is ready and schedules the handover appointment. Timing varies by developer and project.
- Pre-handover payment and registration. Final payment is confirmed with the developer, title deed is registered at the DLD, and for leveraged buyers the mortgage is drawn down and registered at the Trustee centre.
- Documents and representation lined up. ID documents, Power of Attorney where applicable, any outstanding fees, and insurance where the developer requires it are all confirmed ready before the appointment.
- Snagging inspection (optional but recommended). A dedicated technical inspection by a licensed snagging firm, typically in the days before the handover appointment, producing a formal defect report.
- Handover appointment attendance. We attend with the developer handover team. The unit is walked through, appliances demonstrated, finishes checked against specification, defects raised and formally recorded.
- Documentation review and signing. Title deed, warranty certificates, defect liability paperwork, OC and community approvals, service charge documentation, chiller contracts, parking allocations — all reviewed before signing. Documents waiving rights are not signed.
- Keys collection. Unit keys, access cards, remote controls and parking passes handed over. Secure delivery arranged to the owner where appropriate.
- Utility and Ejari setup. DEWA, chiller, telecoms activated in the owner\'s name. Ejari registration completed for landlords.
- DLP follow-up. Flagged defects monitored through the defect liability period until rectified by the developer.
Common issues we catch at handover
- Finishes not matching contract specification — paint colour, cabinetry grade, flooring, appliance brand or model substituted downgrade
- Water pressure and plumbing defects — low pressure, slow drainage, leaking seals under sinks and in showers
- AC and chiller performance — units not cooling effectively, thermostat issues, chiller account not yet activated at handover
- Door and window alignment — doors not closing cleanly, window seals compromised, balcony door track issues
- Electrical faults — dead sockets, mis-wired switches, faulty light fittings, kitchen appliance connections incomplete
- Sanitaryware and tiling — chipped tiles, grouting gaps, loose shower screens, ill-fitted vanity units
- Missing or incomplete documentation — warranty certificates not provided, OC approvals outstanding, service charge statement unavailable
- Pressure to sign closure documents prematurely — developer attempting to close the handover before the snag list is finalised
How this coordinates with your mortgage
For mortgaged handovers, the timing is tight and the sequence inflexible. The mortgage drawdown must land with the developer before they will confirm the handover appointment. The Trustee-centre registration must be complete before the drawdown. The Power of Attorney (where used by overseas owners) must cover both the Trustee centre and the developer\'s requirements. One slippage in that chain delays the whole handover by weeks. Running the mortgage side and the handover side through a single point of contact means the dependencies are managed together, not in parallel across multiple providers. We hold the sequence together.
If you are already a mortgage client with us — particularly on the off-plan, handover or non-resident side — the information on your file flows directly into the handover representation. If you come to us for handover first, we assess whether a mortgage conversation is also relevant and connect the two.
Frequently Asked Questions — Dubai Property Handover Representation
What is developer handover representation?
Handover representation is a service where an experienced property professional attends your off-plan property handover on your behalf. This covers the final developer walkthrough, the review of the unit against contract specifications, keys collection, signing of the handover documentation, flagging of any defects for the developer's snag list, collection of warranty and defect liability paperwork, and the start of the post-handover setup (utilities, Ejari for landlords). It is typically used by overseas owners who cannot travel to Dubai for the handover appointment, resident owners who cannot take the time off work, and investors handing over multiple units.
Why would I need someone to attend my handover for me?
Three practical reasons dominate. First, physical presence — overseas owners and busy residents often cannot attend the scheduled handover appointment, which the developer sets with limited flexibility. Second, inspection quality — knowing what to look for in a Dubai handover (water pressure, AC performance, finish specification, door alignment, sealant quality, chiller account setup) takes experience; a first-time buyer attending alone will miss things. Third, paperwork — developers hand over a large volume of documents at the appointment (title deed, warranty certificates, defect liability paperwork, OC approvals, chiller contracts) and signing the wrong document can waive rights you did not know you had. We handle all three so your interests are properly represented at the moment the handover crystallises.
What exactly happens at a Dubai property handover?
The typical sequence runs across a half-day to a full day. The developer confirms readiness and schedules the handover appointment. The buyer (or representative) attends on the day with ID and the Oqood registration. The developer's handover team walks the unit, demonstrates all appliances and systems, hands over the keys and access cards, and walks through the documentation pack. The attendee signs the handover protocol — this is the document that confirms the unit was handed over. From there, you have a defined window to raise snags for the developer to rectify within the defect liability period. The whole appointment typically takes 2-4 hours depending on unit size and the developer. Larger villas and bespoke units can take longer.
What is the defect liability period (DLP) and why does it matter?
Under UAE law and standard Dubai developer contracts, the developer is responsible for rectifying defects in the unit for a defined period after handover — typically 12 months for finishes and 10 years for structural defects. Issues flagged within the DLP are the developer's cost to fix; issues raised afterwards are generally yours. This makes the handover inspection the single most important moment in the warranty cycle — anything missed on the walkthrough and not raised in the first weeks of the DLP becomes harder to argue for later. We flag issues on the day and ensure they are formally recorded on the handover protocol or snag list, not just mentioned verbally.
What is the difference between handover representation and snagging?
They are complementary services. Handover representation covers the handover appointment itself — attending, signing documents, collecting keys, coordinating with the developer. Snagging is a dedicated technical inspection of the unit (electrical, plumbing, HVAC, finish quality, mechanical systems) performed by a licensed inspection firm, usually in parallel with or immediately before the handover, producing a formal snag report that goes to the developer for rectification during the defect liability period. Many of our clients book both together — snagging a few days before the handover appointment so the issues are documented and ready to be presented at the handover itself. We coordinate the two through our vetted inspection partners.
Can I complete my handover remotely without anyone attending?
In most cases, no — developers require either the registered owner or a representative holding a valid Power of Attorney to attend in person. Some developers offer "virtual handover" protocols, but these are limited and typically still require eventual in-person attendance for keys and documentation. The cleaner route for overseas owners is to appoint a representative (via Power of Attorney where required) who attends on your behalf. We arrange both the POA and the handover attendance together where that is the right structure.
How does the handover coordinate with my mortgage drawdown?
The two are tightly linked and the timing matters. The mortgage drawdown — where your lender releases the final payment to the developer — typically needs to be executed before the developer will issue the handover appointment. For leveraged buyers, the sequence runs: title deed registration at the DLD, mortgage registration at the Trustee centre, drawdown of funds to the developer, developer confirmation of payment, handover appointment. If any of those steps slip, the handover slips. We hold the mortgage side and the handover side together so the drawdown lands when the developer needs it and the handover appointment is confirmed without delay.
What developers do you handle handovers for?
All the major Dubai developers — Emaar, Nakheel, DAMAC, Sobha, Binghatti, Danube, Meraas, Omniyat, Ellington, Azizi, Select Group, Dubai Properties, among others. Each developer has its own handover process, documentation standards and snag-raising mechanism, and our partners are familiar with the specific protocols. For less-common or new entrant developers, we confirm the handover protocol with the developer before the appointment so there are no surprises on the day.
Can you also handle utility setup, chiller accounts and Ejari?
Yes — these are the standard post-handover tasks and they are included in the service. DEWA (electricity and water) requires an opening account in the owner's name tied to the premises; this takes 1-2 working days post-handover. Chiller or district cooling (Empower, Emicool, Palm District Cooling, depending on the community) also requires an account opening, often with a security deposit. Etisalat or Du for internet and telephone is activated once DEWA is live. For landlords, Ejari registration via the DLD's tenancy registration system is the next step before advertising for a tenant. We handle these end-to-end so the property is operational on handover + a few days, not weeks.
What happens if the developer rushes paperwork or disputes a snag?
This is where experienced representation pays for itself. Developers routinely push to close the handover appointment quickly, especially during peak handover periods, and inexperienced buyers can be rushed into signing documents that waive rights or acknowledge the unit as fully compliant. If we identify a defect that the developer disputes, we document it formally on the handover protocol with photographs and specification references, so the issue is on the record even if the developer initially refuses to accept it. The defect liability period gives us leverage — a documented, timestamped snag has to be addressed. We do not sign away rights to speed up the appointment.
What should be ready before the handover appointment?
A clean handover needs several pieces lined up ahead of time: (1) final payment confirmed with the developer, (2) title deed registered at the DLD, (3) mortgage drawn down and registered at the Trustee centre (for leveraged buyers), (4) valid Power of Attorney in place if the owner is not attending personally, (5) buyer's ID (Emirates ID or passport) and company documents for corporate owners, (6) manager's cheque or confirmed bank transfer for any outstanding fees or service charges, (7) proof of required insurance where the developer's handover protocol requires it. We run a pre-handover checklist with every client and the developer so the appointment is not derailed by a missing document.
How does this fit alongside my mortgage with GCC Mortgages?
Most of our handover representation clients are also our mortgage clients, often from the off-plan or handover-mortgage side. Running the mortgage and the handover through one point of contact means the drawdown timing is aligned with the handover appointment, the Power of Attorney (where used) covers both the Trustee centre and the developer appointment, and the utility and Ejari setup happens in the same window as the mortgage registration. For clients who come to us for handover representation first, the information we gather feeds forward into any subsequent mortgage work on that property.
Need someone to attend your handover?
Tell us the project, the developer, the expected handover window and whether a Power of Attorney is already in place. We confirm the right attendance structure, pair with a snagging inspector where appropriate, and align the handover timing with your mortgage drawdown so nothing in the sequence slips.
